GOST R 51520-99 Introduction Date 2001-01-01 1. Scope This standard applies to mineral fertilizers permitted for use in agriculture, including farming, household and personal, as well as for retail sale, and establishes general requirements for him.

Mineral fertilizers must be manufactured in accordance with the requirements of this standard, regulatory or technical document for a specific mineral fertilizer approved in the prescribed manner.
3.2. Features

3.3.3. In the transport marking for a specific mineral fertilizer must be indicated the state registration number and the registration number of the tare label.
3.4. Packing
3.4.1. Packaging must be specified in the regulatory or technical document for a specific type of mineral fertilizer.
3.4.2. Packaging of mineral fertilizers intended for retail sale - according to OST 6-15-90.2. 4. Security Requirements 4.1. The use of mineral fertilizers is regulated [1].
4.2. In a regulatory or technical document for a specific mineral fertilizer, the following should be specified: hazard class in accordance with GOST 12.1.007 and the maximum permissible concentration (MPC or LEA in the air of the working area during production.
4.3. Depending on the state of aggregation of a mineral fertilizer in a regulatory or technical document for a specific type of mineral fertilizer (in accordance with GOST 12.1.044) its fire and explosion hazard characteristics should be indicated: flash point, self-ignition, decomposition or smoldering; flash point in open and closed crucible; temperature and / or concentration limits of flame propagation; concentration limits of explosive dusty mixtures.
In the manufacture and packaging of mineral fertilizers should comply with the general fire safety requirements in accordance with GOST 12.1.004.
In a regulatory or technical document for a specific mineral fertilizer, primary fire extinguishing agents, permissible fire extinguishing compositions shall be indicated.
4.4. The manufacture and packaging of mineral fertilizers should be carried out when operating general exchange supply and exhaust and local ventilation according to GOST 12.4.021, as well as should be observedgeneral safety requirements in accordance with [2].
Control of harmful substances in the air of the working area is carried out according to the procedures developed and approved in accordance with the established procedure in accordance with the requirements of GOST 12.1.005.
4.5. When storing, transporting and applying mineral fertilizers, the norms and rules of [3] and [4] should be observed.
4.6. In a regulatory or technical document for a specific mineral fertilizer, the means of protection against poisoning and first aid should be indicated if the mineral fertilizer gets into the body, eyes, skin and respiratory tract and antidote.
4.7. A regulatory or technical document for a specific type of mineral fertilizer should indicate information about the ability of a mineral fertilizer to form toxic and fire-explosion-hazardous compounds in air and wastewater in the presence of other substances, as well as the procedure for their neutralization and disposal in accordance with [5]. 5. Environmental protection requirements 5.1. In a regulatory or technical document for a specific mineral fertilizer, the radiation safety of a mineral fertilizer [6] and the method of its verification, as well as the rules for protecting the environment from the harmful effects of mineral fertilizers in accordance with [4], should be specified. 6. Acceptance rules 6.1. Acceptance rules - according to GOST 23954.
6.2. Rules for acceptance of mineral fertilizers intended for retail sale - according to OST 6-15-90.1.
A regulatory or technical document for a specific mineral fertilizer should indicate the weight of the lot or the number of consumer packages in the lot.
6.3. Sampling - according to GOST 21560.0 and GOST 30182.
6.4. Sampling of mineral fertilizers intended for retail sale - according to OST 6-15-90.1. 7. Methods of analysis 7.1. Determination of appearance
The method of determining the appearance must be specified in the regulatory or technical document for a specific mineral fertilizer.
7.2. Determination of the mass fraction of nutrients
Determination of the mass fraction of nitrogen is carried out according to GOST 30181.1-GOST 30181.9, depending on the composition of a particular mineral fertilizer.
Determination of the mass fraction of phosphorus is carried out according to GOST 20851.2.
Determination of the mass fraction of potassium is carried out according to GOST 20851.3.
In the case of using new types of raw materials, the method of determining the mass fraction of nutrients should be specified in the regulatory or technical document for a specific mineral fertilizer.
7.3. Determination of the mass fraction of trace elements
The method for determining the mass fraction of trace elements should be specified in the regulatory or technical document for a specific mineral fertilizer.
7.4. Determination of the mass fraction of water
Mass fraction of water is determined according to GOST 20851.4.
In the case of using new types of raw materials, the method of determining the mass fraction of water should be specified in the regulatory or technical document for a specific mineral fertilizer.
7.5. Determination of particle size distribution
